JOSEAH KIPLANGAT CHERUIYOT WAS BORN IN THE YEAR 1966 AND WENT FOR PRIMARY LEVEL EDUCATION AT KIPKELAT PRIMARY SCHOOL AND SAT HIS KCPE IN 1981. HE LATER JOINED KIPKELAT SECONDARY AND COMPLETED FORM FOUR IN 1986, HE WENT TO SIGOR HIGH SCHOOL FOR A-LEVEL FROM THE YEAR 1987 TO 1988. FROM THE YEAR 1999 TO 2001 HE WENT FOR DIPLOMA LEVEL AT UON. IN THE YEAR 2006 TO 2008 HE DID DIPLOMA IN HUMAN RESOURCE MANAGEMENT. HE LATER WENT FOR BACHELORS DEGREE AT GRETSA UNIVERSITY AND NOW A GRADUAND AT UON FOR MASTERS DEGREE IN PPM

INFLUENCE OF MONITORING AND EVALUATION PROCESS OF CONSTITUENCY DEVELOPMENT FUNDS ON PERFORMANCE OF PROJECTS
Project Abstract
Decentralization of certain per engage of national resources to local community levels is an initiative by governments that wish to take resources and political powers to the grassroots hence enhancing services and development at close range. Notable examples are USA, India and Brazil with many years of tangible experiences in rural development. Brazil is using community-driven development similar to CDF platform for service delivery to perceived rural poor. Malhola(2004).In South Africa, resource decentralization has remained strong with Urban cities lime Johannesburg and Capetown able to manage own resources as in addition to devolved budget allocation from national government (Barley et al.2008).In 2005, parliamentary commission of Uganda recommended setting up of CDF earmarked for Members of Parliament to enable them facilitate households I come and productivity. In 2007, Tanzania customized Kenyan's model of CDF with an aim of promoting rural economic development.
TheGovernmentofKenyaisspendingconsiderableresourcesattheconstituencylevel.In2018/19atleast73billionwenttowardsdecentralizedfundspending.These averagesintoKsh 350 million per constituency for local development in CDF projects. This aspect prompted the researcher to find outwhethertheCDF is operationally effective with focus on Chebalungu Constituency. The study proposed three objectives namely: To establish the influence of monitoring and evaluation policy framework on performance of CDFfunded projectsinChebalungu sub-County of Bomet, to identify influence of monitoring and evaluation tools and performance of CDF projects, to analyze and determine influence of public involvement in monitoring and evaluation of CDF projects and to determine influence of monitoring and evaluation results on CDF practices. The study targeted 77 respondents made up of the MP, DDO,15 CDF Committee members and the 60 PMC,s of the constituency.The study sourced the respondents from three project managers and one constituency development fund committee members. From the respondents, the study established whether M&E practices of Chebalungu constituency is effective, since they will be guided by policy such as citizen engagement framework, open information policy, auditing of CDFandthe citizen board liaison. Community participation was the monitoring and evaluation technique that was mostly adopted
