Bartholomew Baya Mwang'ombe developed deep interest in project planning and management gradually after being involved in supervision of projects (during implementation) funded both National and county government within the Ministry of Youth and Sport and Ministry of Devolution while serving  as a Technician and Instructor. The zeal to get the most out of allocated manpower made him enroll for diploma in Human Resource Management at the University of Nairobi where he graduated with a credit pass. He later pursued a degree course. Bachelor Arts in Project Planning and Management at the University of Nairobi where he graduated with Second Class Honours (Upper Division).

Baya Mwang'ombe is currently positioned as an Administrator in Department of Public Service within the Ministry of Public Service and Gender. The drive to see scarce resources utilized to the fullest to attain high quality deliverables and ensuring the Kenyan public get value for money spent in each implemented project made him pursue Masters of Arts in Project Planning and Management in order to further his management skills.

Due to the importance of the youth projects implementation in the society, this study was carried out with the purpose to examine various determinants of state funded projects performance in Kenya; a case of Kenya national youth service, Mombasa County. The study was guided by four objectives: to examine the extent to which organizational structure; financial resources; projects monitoring and evaluation, and human capacity development influences the performance of state funded projects in Kenya National Youth Service, Mombasa County. A descriptive design with a target population of 180 and a sample size of 132 respondents. A regression analysis was carried out to test the hypotheses. Results indicated that majority of the respondent argued that organizational structure influences projects performance to a great extent (M= 3.64). Majority of the respondent supported the idea that financial resources influence projects performance to a very great extent (M= 4.21). Majority of the respondent were neutral in relation to the idea that projects monitoring and evaluation influence projects performance (M= 3.04). Majority of the respondent supported the idea that human capacity development influence projects performance to a great extent (M=3.81). It was recommended that KNYS should have well-structured/established organizational. Funds allocated for projects should be sufficient, duration of funding should be sufficient considering risks, and the conditions of funding should be favorable. Monitoring and evaluation should be integrated into projects. The number of employees handling project should undergo continuous training to gain relevant knowledge on the evolving nature complexities of state funded projects.
