Amuyunzu, Daniel Mutongi  is  a Senior Procurement Officer in a Government Parastatal in Mombasa. The desire to study    Project Management arose by the virtue that He was on many occasions appointed into Project Management and Implémentation Committees while He worked at Rural Electrification Authority in Nairobi for over 11 Years. .After several years of working  at various Government institutions including Ministry of Finance, Kenya Medical Supplies Authority, He enrolled for a masters course. Prior to this, He had pursued a Bachelors of Arts Degree in Economics and Maths at Kenyatta University where He graduated with Second Class Honors, Upper Division.

Influence of selected government regulations on implementation of public infrastructure projects in Kenya: a case of Rural Electrification and Renewable Energy Corporation, Nairobi county

The study sought to examine the influence of selected government regulations including environmental, construction standards, financial, county licensing and the project team on implementation of public infrastructure projects by the Rural Electrification and Renewable Energy Corporation. Study relied on three theories including public interest, competency and Budget theories. From a population of 481 employees a sample of 140 was selected. Questionnaires were administered, coded and entered into SPSS. Data analysis used descriptive and inferential statistics. On Average, respondents tended to agree that the study objectives influenced implementation of public infrastructural projects. The ANOVA revealed that the research factors had significant influence.  The regression analysis revealed that financial regulations, construction standards had a positive influence while environmental regulations and county government licensing exhibited a negative influence. The influence of competence of project team was positive. The study therefore concluded that the selected government regulations had a significant influence thus making some recommendations. No contravening of environmental regulation as this leads to fines and other liabilities increasing project cost. Use of new technologies, and standards led to quality workmanship and durability of projects. Adherence to Financial Management Acts causes efficiency in resource use, donor confidence and cost savings.  County government should adopt a one stop hub to cut duplication. Recruit qualified employees for professionalism. Future studies should be carried out to establish whether these findings hold in different contexts and such studies should examine other regulations not in the scope of the current study and how they affect implementation of projects.
