Biwott Titus Kosgei holds both a Bachelor of Arts (Economics) of Egerton University and a Master's of Arts (Project Planning and Management) of University of Nairobi degrees. He attended Chebai and Osorongai Primary Schools (1990- 1999), Kitale Boys High School for Kenya Certificate of Secondary Education (2000- 2003), Egerton University (2005- 2009) and, University of Nairobi (2015- 2020).
He is working for Elgeyo Marakwet County Government as a senior economist at the Department of Finance and Economic Planning & Budgeting since 2014 with responsibilities of county development planning and budget formulation functions such Preparation of 1st (2013-2017) and 2nd generation (2018-2022) County Integrated Development Plan (CIDP) for Elgeyo Marawet County, Participated in the drafting of Elgeyo Marakwet County Public Participation guidelines to give effect to operationalization of the Elgeyo Marakwet Public Participation Act, Participated in the preparation of guidelines and development of resource allocation formula to give effect to the Elgeyo Marakwet Equitable Development Act and Joint technical secretariat to the Elgeyo Marakwet County Kenya Devolution Support Programme( KDSP) that has been a special purpose vehicle for resource mobilization
He has previously worked as an economist at the then Ministry of State for Planning National Development and Vision 2030 from 2010-2014 with the responsibility of Coordinating implementation of national development policies and programmes at the then Districts as District Development Officer for Keiyo and Keiyo South Districts.

Influence of Community Participation on Sustainability of County Government Funded Water Projects in Elgeyo Marakwet County- Kenya

The biggest problems with most of community project is non-involvement in project management cycle. This study sort to investigate the influence of community participation on sustainability of county government funded water projects in Elgeyo Marakwet County-Kenya. The study objectives were; to assess the influence of project identification on sustainability of county government funded water projects; To establish the influence of project planning on sustainability of county government funded water projects ; To determine the influence of project resource mobilization on sustainability of county government funded water projects and To establish the influence of oversight on sustainability of county government funded water projects. The study used descriptive survey research design. The target population was 479 respondents. Simple random and purposive sampling procedure were adopted to determine sample size for the unit of study and purposive sampling procedure for the key informants. The sample size of 195 was determined using Yamane’s formula. Data was collected using questionnaires and interview schedules. Chi-square test was utilized to determine the significance influence between variables. It was established that there is a significance influence of community participation in identification (x2 =31.657), water project planning (x2 =24.224), water project resource mobilization (x2 =24.224) and oversight of water projects (x2 =34.214) on sustainability of water projects (x2 =34.214). The study recommends formulation of capacity-building policies to guide identification, planning, resource mobilization and oversight of County funded projects water projects aimed at increasing community ownership and thus sustainability of the initiated projects.
