Student Short Biography

Ngeny Leonard was born and raised in a small village known as Kipketii in Kipsonoi sub-location, SotikSub-county in Bomet County.

He went to Kipketii Primary School and later joined Kabungut Boys within Bomet County for secondary education. It was in Kipketii Primary class 3 where he developed an interest in becoming a journalist. At that time, his favourite radio presenter was Leonard Mambo Mbotela mainly because of the name Leonard.

He joined the Technical University of Mombasa for a Diploma in Mass Communication. Kass FM/TV saw his skills in 2011 immediately completed his diploma and took him in. He later in 2012 left to do a bachelors degree in Communication and Public Relations at the Kenya Methodist University, Nairobi campus.

At this period, he joined the new United Republican Party to work in the secretariat at the headquarters as a communication officer. He worked diligently until 2016 when URP merged with other political parties to form Jubilee party. During the merger, he provided technical support to the merger committee co-chaired by Hon. KiraituMurungi and Hon. Note Wekesa.

At the Jubilee party, he was appointed as a County Coordinator and later Nominated to Bomet County Assembly as an MCA.

Hon. Ngeny has rose to this point due to sheer hard work and determination, his humble beginning being the engine behind the strive.

DETERMINANTS OF PUBLIC PARTICIPATION IN DEVELOPMENT PROJECTS IN BOMET COUNTY.

Public participation is the basic principle of our democracy and has become one of the important conditions which are essential for the implementation of programmes and projects. Over the years, Kenya has progressively shifted from a centralized to a decentralized form of governance. Despite support of devolution and participatory development process, people-centric development culture has not yet been institutionalized in rural areas. Development practitioners, however, see decentralization as a necessary but not a sufficient condition for involving cross-section of local people into development intervention. Nonetheless, they are complicated to implement because, many times they involve a number of different sectors and a wide variety of actors who must collaborate and coordinate efforts effectively for a successful outcome.

The purpose of this study focused to investigate determinants of public participation in development project in Bomet County. The objectives were: To determine how capacity building determine public participation in development project, to evaluate how socio factors determine public participation in development project, to assess the extent to which economic factors determine public participation in development project and to assess how governance determine public participation in development projects in Bomet County. A descriptive research design was used with target population of 187,641 households. A sample of 399 households was used having arrived at using Miller & Brewer, (2003) formula and stratified randomly from the 5 Sub-Counties. Data was collected using structured interview schedule and questionnaire. The research instruments were validated by supervisors and peers and pre-tested on a pilot study conducted in Konoin Sub-County. Data was analyzed descriptively using SPSS and presented in percentages, frequencies and tables. The conclusions and recommendations of the study are based on the study findings.
