Janet NyanchamaNchobera was born on 2nd February 1980 in Kiabonyoru village, Nyamira county to James Nchobera and my late mum Esther Moraa Makana as the fifth girl child of ten siblings.
She went to Kenyoro primary school from 1985-1993 then joined Menyenya high school from 1994-1997. Further, I Enrolled for a Diploma in applied statistics at Kenya polytechnic college completed three years course from 1998 to 2001and graduated on August 2002. Later, joined Kenyatta University for my Bachelor of Education in Mathematics and Business Studies from 2004 to 2008 which I graduated in December 2008. In September 2012 I enrolled for Master’s Degree in Project Planning and Management at the University of Nairobi- 2015-2020.
I worked with Rusinga secondary and Ntana secondary schools from 2009-2010 and 2011 -2013 respectively teaching Mathematics and Business studies. Further worked with Kemera ECDE Teachers Training College in Nyamira county from 2013-2015.
I have been a part time Lecturer Mount Kenya University -Kisii Campus teaching Strategic management and Organizational Behavior.
Currently, I’m working with Kenya National Bureau of Statistics( KNBS ) as a statistician based Busia county.

INFLUENCE OF DEVOLUTION ON THE IMPLEMENTATION OF EARLY CHILDHOOD DEVELOPMENT EDUCATION PROGRAMME IN NYAMIRA COUNTY, KENYA.
Early childhood Development Education (ECDE) globally and Kenya, in particular, has been recognized as a crucial programme that lays foundation for a child's holistic and integrated education that meets the cognitive, social, moral, spiritual, emotional, physical and development needs. The purposes of the study were to analyze the current issues facing ECDE programmes in Nyamira County, Kenya. The study was guided by the following objectives: i) To establish the influence of physical resources on the implementation of early childhood development education program inNyamiraCounty. ii)To determine the influence of human resources on implementation of (ECDE) programme in Nyamira county .iii)To assess the influence of material resources such as paper supplies, and stationaries example of, Pencils, chalk, drawing books, slate workbooks on implementation of (ECDE) program in Nyamira County.iv)To examine the influence of financial resources on implementation of (ECDE)program in Nyamiracounty. The theory of Education production function guided my research aimed to shed light on the level of expenditure that needs to be committed in pre–schools to build their institutional capacity and hold them accountable by expecting good academic performance and assess in return. The theory helps to focus the study on education as an investment from which returns are expected, also enabled me to investigate the impact of Devolved resources and functions to the counties on the establishment and implementation of pre-school programs in Nyamira county. Descriptive research design was adopted which involves observing and describing the behavior of a subject without influencing it in any way (Shuttle worth,2008) It describes data and characteristics about the population and answers the questions who, what, where, when, and how (Peter,1994). My recommendation is that the County Government should provide enough funds to preschools and employ more qualified ECDE teaching personnel in order to meet acceptable pupils-teachers ratio. The independent variables are the selected factors that could influence learning like; physical, human, Material, and Financial Resources.
