David is a son of Lesamana, a pastoralist who resides in Samburu county, David went to JKUAT for his Bsc Degree in IT, Joined several employers, Equity being the first, and then Coretec Systems & Solutions a software development company where he established himself to a level of senior project manager. David letter joined Samburu County Assembly as Director ICT where he worked for a period of 5 years. He later joined Samburu county government as chief officer for Economic planning & ICT, a position he hold to date. Currently David he is also acting in the Capacity of Chief Officer Finance. David Joined UoN in 2014 for his masters in PP&M which he is glad to graduate after that tight schedule. In total David have an experience of over 13 years now. David is a member of PMI, Prince2 and ISACA(CISA).

PERCEIVED FACTORS INFLUENCING IMPLEMENTATION OF INFORMATION AND COMMUNICATION TECHNOLOGY PROJECTS IN GOVERNMENT:  A CASE OF SAMBURU COUNTY GOVERNMENT, KENYA

Most government services runs ICT platforms or are going online and thus the need for each county to leverage on the benefits of ICT While the benefits of ICT have never been disputed, there has been concerns about its successful implementation as well as the strategies to adopt in successful implementation of ICT projects in the county governments. The purpose of this study was to examine factors influencing the implementation of ICT projects in Samburu County Government and to which extent. It focused on establishing to which extent organization culture influence implementation of ICT projects in County government of Samburu, to which extent organization structure influence implementation of ICT projects in County government of Samburu, to which extent leadership influence implementation of ICT projects in County government of Samburu, to which extent competition influence implementation of ICT projects in County government of Samburu. The study used the descriptive survey research design to determine the factors influencing implementation of Information Communication Technology (ICT) in Samburu County government. The study took place at Samburu County offices, Kenya. The target population will include all ICT experts in various ministries in Samburu County Offices and service beneficiaries as well.  The total population size for the study before embarking on the field was estimated to be 96 ICT experts with a sample size of 46 from which study drew conclusions about some larger group whom these people represent. The researcher used stratified sampling technique by subdividing the target population into various ministries (strata) and then selected respondents from each of them to obtain information. This study therefore, sort to fill the existing research gap through establishing to which extent the factors influence implementation of ICT projects in Government through a case study of Samburu County Government.
